Changzhou Customs Newly Promotes Eight Service Measures

In order to cope with international financial crisis, and promote the stability and healthy development of Changzhou's economy especially the development of foreign trade, Changzhou customs carries out the following eight service measures.

Maintain growth and enlarge domestic demand: in conjunction with the policy of raising export rebate rate to conduct transit procedures and facilitate enterprise to make tax refund in time. Strengthen propagandizing the policy of VAT reform, and provide timely service for enterprises which enjoy VAT reduction and exemption during the transition period. Relieve enterprises' capital burden to provide 2-3 months tax grace period for enterprise with good credit reputation under the precondition of guarantying the tax safety.

Service for the key enterprise: strengthen the supervision and inspection on the key enterprise, implement tracking service system for key projects, and establish enterprise training system and difficult enterprise communication system. In 2009, enterprises making payment online increased by 30, which is a great convenience to the customs clearance for large scale enterprise with good credit reputation.

Extend logistics platform: set up transportation linkage in Changzhou port to connect water, land and railway transport, to cover the import and export logistics platform in Changzhou and surrounded area. Strengthen the connection and cooperation with Shanghai port to enlarge the logistics in Changzhou port and save customs clearance cost for enterprise.

Create new mode of supervision and control: implement record filing by online electronic data transmission for processing trade enterprises in Jintan, and further promote such way to Liyang and Wujin. Promote through transport between special supervision area and port to support enterprise to select the customs clearance mode of “territoriality declaration, port clearance” and establish facilitated clearance mode between Changzhou exporting processing area and Shanghai port.

Optimize customs clearance environment: seek for honesty customs clearance, F channel customs clearance and paperless customs clearance. Open green channel to implement the customs clearance system of one-stop service, one-step declaration, check and release, and 24 hours booking service. Shorten the time limit for examine and approve and provide advanced application, booking declaration, door to door service, privileged goods declaration and release procedures for class A and AA enterprise.

Promote transition and upgrade: choose three processing trade enterprises with large business volume, good interior management and credit reputation to implement online check and cancellation system, and lead enterprise to enhance the administration level of processing trade.

Enact alert function: pay more attention to the export of 75 key enterprises in Changzhou area, track and analyses the adjustment of national macro-economic policy and the influence of international financial crisis, to help the government and enterprise to cope with international financial crisis and grasp development opportunity.

Strengthen horizontal Communication: establish liaison system between villages and towns, provide policy consulting, business training service and solve problems for enterprise when making customs clearance.
