Yunnan Province of China Enabled Web-based Declaration System for Export-Drawback

On May 6, 2010, the Yunnan Provincial Office of the State Administration of Taxation of China officially enabled the Web-based Declaration System for Export-Drawback. Thus the general exporting enterprises in Yunnan Province will be able to share the export-drawback service that is informationized. This also marks a further upgrading of the informationized service for taxation in the Province by opening the web-based declaration service to all forms of tax declaration.

Currently, a total of 30 exporting enterprises have taken the test of web-based declaration, speaking highly of the system application. It is generally believed that the web-based declaration has the advantages of simplifying the declaration procedure, accelerating the drawback process, and disclosing its approval information.

With Yunnan's implementation of the web-based declaration for export-drawback, exporting enterprises can engage in taxation affairs over the Internet at any place and at any time. Presently, among 2,785 exporting enterprises recognized in the Province, there are 851 enterprises engaged in the export-drawback affairs in 2009.

From 2006 to 2009, the tax of CNY 6.9 billion in total was refunded to exporting enterprises by offices of the State Administration of Taxation of China in Yunnan Province. In 2009, facing a harsh situation in import and export, the Yunnan Provincial Office of the State Administration of Taxation of China timely implemented the State's raising policy for the export-drawback rate, raising 4 times for 965 kinds of exports from Yunnan Province as per HS Code statistics, mainly including electric machines and their parts, textiles, organic chemicals, and so on. In 2009, the average drawback rate reached 13.85%, up 1.74% compared with 2008, for all exports examined and approved in the Province. The drawback value of the Province in 2009 was basically in line with that in 2008, achieving the drawback indicator of CNY 1.515 billion.
