Administrative Measures Announced for Shanghai Pudong Airport Comprehensive Free Trade Area

On May 24, 2010, the Administrative Measures for Shanghai Pudong Airport Comprehensive Free Trade Area was adopted at the 76th Shanghai Municipal Standing Conference, signed and published by Mayor Han Zheng in the Municipal Order No. 44 on May 28, 2010. The measures shall be implemented from July 1, 2010.
The Comprehensive Free Trade Zone was approved by the State Council of China with an intention to upgrade pilot projects in regional integration. It is a new kind of area established under special Customs supervision within inland region where highly-concentrated bonded logistics located. This kind of zone has the same functions and enjoys the same policies as Free Trade Port Areas.
It is stated in the Administrative Measures for Shanghai Pudong Airport Comprehensive Free Trade Area that the regional function for the Zone is to develop business in international goods transit, international purchase, distribution and dispatching, international transit trade, international express transit, maintenance and inspection, financial lease, warehouse and logistics, export processing, commodity exhibitions and trade, complete set of supporting banking, insurance, and agency.
To realize policy advantages of the Zone, the Administrative Measures for Shanghai Pudong Airport Comprehensive Free Trade Zone adapts to needs for air transportation, embodying the convenience for supervising joint developments among Three Zones (Waigaoqiao Free Trade Zone, Pudong Airport Comprehensive Free Trade Zone, and Yangshan Free Trade Port Area ) and Three Ports (Waigaoqiao port, Pudong International Airport, and Yangshang port), and make explicit policies of "delivering goods in batches and making centralized customs declaration", "no-paper customs clearance", and "trust management in customs clearance".
