Yanbian of Jilin Province Formally Implemented Direct Customs Clearance Policy on Exports

Recently, the Jilin Entry-Exit Inspection and Quarantine Bureau of P. R. China issued the Administrative Measures (Trial) on Regional Direct Customs Clearance for Exports, and Yanbian prefecture of Jilin Province, China formally launched the direct customs clearance for exports in the Changchun-Jilin-Tumenjiang development and opening-up pilot zone. From now on, eligible enterprises may be cleared by the Customs only by passing the inspection at the place of origin.

According to Wang Hui, head of inspection section under the Yanbian Entry-Exit Inspection and Quarantine Bureau of P. R. China, the introduction of Administrative Measures (Trial) on Regional Direct Customs Clearance for Exports mainly aims at accelerating the development of Changchun-Jilin-Tumenjiang, promoting the development of local economy, and implementing convenient and efficient inspection and quarantine clearance for eligible goods produced in and exported from Changchun-Jilin-Tumenjiang development and opening-up pilot zone.

"In the past, foreign trade enterprises need to first go to Yanbian Entry-Exit Inspection and Quarantine Bureau for goods inspection, next get customs clearance forms from the inspection and quarantine bureau at county/municipal level located in specific ports, and then may carry out customs declaration. Now, the implementation of Administrative Measures (Trial) on Regional Direct Customs Clearance for Exports has facilitated the customs clearance and saved at least half a workday's time for the owners of goods. So far, more than 10 eligible exporting enterprises in Yanbian have enjoyed the new policy of 'origin inspection, direct clearance'," said Wang Hui.

Upon the implementation of the Administrative Measures, the original "origin inspection, port examination" has been changed to "origin inspection, direct clearance", realizing one declaration, one quarantine, and one clearance, and providing convenient and efficient customs clearance for numerous foreign trade enterprises within the region.
