Export Customs-Clearance by Classification Launched by China's Kunming Customs

On September 20, 2010, Kunming Customs of China launched on-site the export customs-clearance by classification at Ruili port, Hekou port, and Kunming International Airport. This move helps optimize the performance of customs supervision and improve the efficiency of customs-clearance at those ports.

It is reported that the Customs implement classified customs-clearance for declaration forms (or goods) of different risk levels by taking on the management of enterprise’s law-abidance as core, the risk analysis as means, and the proactive and follow-up management as support.

The classified customs-clearance falls into 3 modes that is "quick release for low risks", "document verifications for low risks", and "intensified verifications for high risks", which greatly raise the efficiency of customs-clearance for law-abiding enterprises.

According to Bao Libo, head of the division of customs supervision and clearance under Kunming Customs, the export customs-clearance by classification aims at ensuring effective control by the Customs and facilitating customs clearance for enterprises. And based on the principle of steadiness and orderliness, and following the successful pilot operation at the foregoing 3 ports, Kunming Customs will gradually expand the scale of such application and optimize the performance of supervision services in a larger scope, so as to enable more enterprises to benefit from such a classified customs-clearance and actively support the "bridgehead" strategy of China Customs.
