Customs Clearance by Classification at Chejianchang under Fenggang Customs, Enterprises with High Credit Standing may Enjoy Paperless Customs Clearance

On Oct. 12, 2010, it is learned from Fenggang Office under Huangpu Customs of China, in order to further promote the reform of customs clearance by classification, in accordance with the arrangements of the General Administration of Customs of the People's Republic of China and Huangpu Customs of China, Fenggang Customs has formally initiated intelligentized Chejianchang customs clearance reform by classifying imports and exports at Fenggang Chejianchang.

According to Fenggang Customs, "customs clearance by classification" means that customs authorities shall adopt different management requirements and procedures for customs declaration forms (goods) with different risk levels and implement different management modes of customs clearance based on scientific application of risk management concepts and methods, taking enterprise law-abiding management as the core, using risk analysis as the means, adopting pre-management and follow-up management as the support, and integrating all kinds of risk factors such as enterprise types, commodity classification, prices, origins, supervision licenses, trading countries, routes, and logistics information.

After the implementation of customs clearance reforms by classification, enterprises with high credit standing will enjoy more convenient customs clearance services at Fenggang Customs:

The customs authorities will actively implement the principle of "law-abiding convenience" to promote the customs clearance mode of "security clearance" for enterprises with high credit standing.

As to enterprises approved by the customs authorities as qualified with the "documents temporary storage qualifications" for paperless customs declaration, enterprises' temporary storage of documents shall be applied without going to the customs authorities to transact relevant procedures, realizing customs declaration procedures at enterprises; as for enterprises of integrity approved by the customs authorities to enjoy "VIP", preferred business transaction shall be adopted through registration so as to make such enterprises practically feel the convenience brought by the reform.

As to enterprises implementing the "security clearance", the security clearance posts shall be established to conduct clearance formalities by Security Clearance Document, leaving no inspection or testing of the imports which can therefore be released upon arrival and taking no more than 5 minutes from declaration to the release.

Enterprises shall submit to the customs authorities the customs declaration documents within 10 working days and tackle with procedures including duty payments.
