As from November 1, 2010, Changsha Customs of China promotes the new model of export customs clearance by classification in the entire customs district in an all-round way.
On August 1, 2010, Changsha Customs initiated pilot reforms of export customs clearance by classification at the on-site business office and Yueyang Customs.
During the implementation for more than 2 months, over 80% of the declaration forms realized convenient customs clearance of low risks, which improved the efficiency of customs supervision, simplified customs operations, shortened the retention time of exports, and speeded up the customs clearance of such goods.
In August, the time for customs clearance at the two pilot sites was 0.08 hour, 0.2 hour shorter compared with that from January to July prior to the implementation of classified customs clearance.
In September, the total time of customs clearance at the pilot sites was reduced to 0.06 hour.
