Shanghai Customs Pilots Classified Customs-Clearance for Air-freight Imports to Promote Trade Facilitation

Recently, Shanghai Customs of China has initiated the pilot reform of classified customs-clearance for airfreight imports.

At present, this pilot reform has covered all the business sites at the sea/air ports under Shanghai Customs. Therefore, the speed of import/export customs clearance has got further increased at Shanghai port.

Take the classified customs clearance for airfreight imports as an example, the time needed for customs clearance is only about half the previous time for low-risk goods under fast inspection and release.

It is learned that in this pilot project, as for goods of high-integrity enterprises applicable to fast inspection and release, the customs inspection and release are both done automatically with a computer, and thus the operating time enters the era of counting in “seconds”; and as to the low-risk goods under fast inspection and clearance, the operation accelerates nearly double.

Since the low-risk import/export documents respectively account for 70% and 80% of the total import/export documents under the pilot project, the overall customs clearance speed has significantly improved at Shanghai port.

Meanwhile, the actual supervision performance of Shanghai Customs is further enhanced, the seizure rate in the export increased nearly 50% from before the reform, and the average seizure rate for high-risk documents in the import also improved notably.
