Zero Tariff is Implemented on Blood Products Temporarily for the Short Supply

Most of the China's blood products are the human serum albumin with low technology requirement on separation and purification. For a long time, other blood product is forbidden to import into China except for the human serum albumin imported under strictly control. The human serum albumin is allowed to import, but it is still in short supply, said Guo Fanli, the researcher of pharmaceutical industry in China Investment Consultant Co.,Ltd.

According to the materials in Industry Research Center of China Investment Consultant Co.,Ltd, the Tariff Implementation Scheme of 2009 has clearly described that China will implement zero tariff on the blood products of human serum albumin and immunoglobulin in 2009. In early June, the Ministry of Finance has promulgated announcement to adjust the interim tariff from 3 percent to zero, and the time limit of zero tariff will be extended to December 31, 2009.

In recently two years, China's human serum albumin was in short supply causing by the decline of blood plasma supply and low extraction ratio from human serum albumin. Although the zero tariff has been implemented on a few kinds of blood products, it only has actual effect on human serum albumin because the human serum albumin is the unique product allowed to import in China.

Guo Lifan points that, although the zero tariff has effect on the import of human serum albumin, but the degree of effect is slightly, because the tariff ratio takes small effect on the medicine pricing. To some extend, zero tariff is only a signal to show that China has a large demand for blood product, and the zero tariff is temporary and will be altered in the future.

According to the research center of China Investment Co.,Ltd, the import of blood product is conformity with the forbidding import decree promulgated by Ministry of Health in 1986. Other blood product is forbidden to import in China except for the human serum albumin. So we can conclude that China pays much attention on the security of blood product, but the adjustment of zero tariff still not explore the importing of other blood product without the approval from relevant government.


It is said that, the South Korea president of Li Mingbo will announce the fact of reaching agreement on FTA with EU, during his visit to EU and having talks with Sweden Minister on the summit meeting. At the same time, both parts will sign provisional agreement in September.
