Tariff Commission of the State Council Issues Announcement on 2010 Tariff Implem

General Administration of Customs:
The 2010 Tariff Implementation Scheme, which has been passed on the Fifth Meeting of Tariff Commission of the State Council, and got the approval of the State Council, will be carried out from January 1st 2010.
It is hereby announced.

2010 Tariff Implementation Scheme
Adjustment on Import Tariff
ⅰAccording to the tariff concession obligation after joining in World Trade Organization, China makes adjustment on import duty.
(1) Lower the most-favored-nation tariff rate on five tariff items, such as polyester fabric tec. in the Import Tariff Regulation, confirm the most-favored-nation tariff rate of 6 percent on wet blue hides (See Appendix 1), and maintain the most-favored-nation tariff rate on other tariff items unchanged.
 (2) Continue to implement customs verification management and keep tariff unchanged on nine tariff items which not belong to information technique products.
(3) Implement tariff quota management and maintain the tariff items and tariff rate unchanged on commodities, such as wheat, in 45 tariff items of 8 categories. Levy sliding duty on certain quantity of imported cotton excluding of tariff quota. Implement an interim quota tariff rate of 1 percent on carbamide, compound fertilizer and diammonium hydrogen phosphate (See Appendix 2)
(4) Implement quantity tax and compound duty on 55 commodities including frozen chicken etc., and maintain the tariff rate unchanged (See Appendix 3).
 
ⅱImplement interim tariff rate on certain imported commodities including frozen Greenland flatfish etc. (See Appendix 4)
 
ⅲ Implement conventional tariff on relevant countries and regions according to the trade or tariff preferential agreement that China signed with them(Appendix 5).
 (1) Continue to implement Asia-pacific Trade Agreement Tariff Rate on 1767 commodities originated from Korea, India, Sri Lanka, Bengal and Laos
(2) Continue to implement China-ASEAN Free Trade Conventional Tariff Rate on certain commodities originated from Brunei, Indonesia, Singapore, Thailand, Philippines, Vietnam, Burma, Laos and Cambodia.
(3) Continue to implement China-Chile Free Trade Conventional Tariff on 7029 commodities originated from Chile.
(4) Continue to implement China-Pakistan Free Trade Conventional Tariff on 6240 commodities originated from Pakistan.
(5) Continue to implement China-New Zealand Free Trade Conventional Tariff on 7040 commodities originated from New Zealand.
(6) Implement China-Singapore Free Trade Convention Tariff on 2753 commodities originated from Singapore.
(7) Implement zero tariff on 1587 commodities which are under preferential standard of place of origin and originated from China Hong Kong.
(8) Implement zero tariff on 1209 commodities which are under preferential standard of place of origin and originated from China Macao.
 
ⅳ Continue to implement special preferential tariff rate on some commodities from 41 less-developed countries designed by U.N. including four South-east Asia Countries( such as Laos etc.), 32 countries in Africa (such as Ethiopia etc.), and six countries of the Middle East such as Afghanistan etc. according to the trade or tariff preferential agreement that China signed with related countries and regions, and relevant decision from the State Council (See Appendix 6).
 
ⅴ Maintain the general tariff unchanged.
 
Adjustment on Export Tariff
ⅰTariff in the Export Tariff Regulation unchanged.
 
ⅱImplement provisional tariff on some export commodities including eel fry etc. and levy special export tariff on some fertilizer (See Appendix 7). Among them, there is no change on tariff collection scope for trade mode of commodities which have been levied before January 1st 2010.
 
Adjustment on Tariff Items
To make adjustment on some tariff items (See Appendix 8). The tariff items in China Import and Export Regulation (2010 edition) amount to 7923 after this adjustment.
