China's Customs Revenue in 2009 Rose Against the Trend and Hit New Record High

The figures issued latest by the General Administration of Customs indicated that in 2009, the net customs revenue stood at RMB921.36b, RMB5.25b more than 2008, up 0.6% year-on-year. In the background of the foreign trade import and export showing a double-digit negative growth throughout the year, China's customs revenue rose against the trend and hit a new record high.
In 2009, the nationwide import and export trade took on the first-ever and a double-digit negative growth since the reform and opening up, so the customs revenue also confronted the most difficult situation since the recovery of tariff system. The customs across China took taxation as the first political task, strengthened comprehensive treatment on taxation, implemented scientific collection and administration of taxation and spared no effort in tariff collection. Based on statistics, the whole year's customs revenue amounted to RMB148.38b, down 16.2% year-on-year; and customs revenue in the link of import RMB772.98b, up 4.6% year-on-year.
Relevant responsible person with the General Administration of Customs stated that in 2009, the customs not only ensured national taxation was fully levied but also promoted enterprises to survive and grow, and especially proactively boosted the facilitation of processing trade in domestic market and helped foreign trade enterprises utilize domestic market well. The number of enterprises engaging in processing trade throughout the year basically maintained the scale of last year, with simultaneously realized collection of duty short-paid in domestic market of RMB30.23b, up 12.6% year-on-year, thus double harvests in comprehensive treatment on taxation and social benefits were gained.
