Announcement of No.11, 2010 of the General Administration of Customs on Imposing

According to the Anti-dumping Regulation of the People's Republic of China, the Tariff Commission of the State Council decided to impose anti-dumping duty on imported polyurethane originated from Japan, Singapore, South Korea, America and Taiwan Area from October 13, 2006. Among them, the applicable anti-dumping duty for Japan OPELONTEX Co.,Ltd. was 12.87% (for detailed information, please refer to the Announcement of No.58, 2006 of the General Administration of Customs). Recently, in accordance with the application from enterprises involved in this case and after the inspection from Ministry of Commerce, China relevant authorities stipulate Japan Toray Opelontex Co., Ltd. to replace Japan OPELONTEX Co., Ltd. to undertake the applicable anti-dumping duty, also named as relevant rights and obligations, in the polyurethane anti-dumping case. The relevant issues are formulated as follows:

Ⅰ From February 5th 2010, for the polyurethane declared for import with original manufacturer of Toray Opelontex Co., Ltd. the customs will impose anti-dumping duty according to the criteria of 12.87% anti-dumping duty rate. For the polyurethane declared for import with original manufacturer of OPELONTEX Co., Ltd., the customs will impose anti-dumping duty according to 61.00% anti-dumping duty rate for "other Japanese companies".

Ⅱ Other issues about anti-dumping duty on polyurethane imported from Japan, Singapore, South Korea, America and Taiwan Area, will continue to be implemented according to the Announcement No.58, 2006, No.38, 2008 and No.71, 2008 of the General Administration of Customs.
