China Coated Fine Paper to Encounter Anti-dumping Investigation from EU

According to the news from Ministry of Commerce, the EU Commission released announcement on EU Official Gazette to officially initiate anti-dumping investigation on China coated fine paper exporting to EU.

It was said that, the investigation involving with the tariff items of 16 kinds of products in China was initiated for the reply of CEPIFINE (an international non-profit trade association representing the interests and promoting the products and image of fine paper producers in Europe). America was planned to be the substituted country for this investigation, to survey 2009 export record from Chinese coated fine paper export enterprises.

China relevant enterprises shall make application to EU Commission within 15 days, and can apply for market economic treatment and respectively arbitration treatment. The EU Commission would make final arbitration to decide whether Chinese enterprises exist dumping phenomenon within 15 months.

Cao Zhenlei, China paper-making secretary-general and doctor degree senior worker, said that the coated fine paper herein referred to coated paper. The quantity of coated paper that China exported to EU was not very large, approximately accounting for more than ten percent of the annual production, but exporting to EU would be a major trend. If levying high valued tariff, China coated paper industry would be dramatically influenced. He also said that, coated papers were an advantaged product in China paper-making industry, accounting for over one third mineral materials in abundant domestic supply. A relative cheaper price would promote China coated paper to gain price advantage.
