China Fulfilled WTO Commitments, Average Tariffs Down Largely

According to statistics from the Ministry of Commerce of P. R. China (MOFCOM), up to 2010, all the commitments with China's entry into the World Trade Organization (WTO) have been fulfilled. And with the establishment of an economic trade framework conforming to the WTO rules, China has become one of the most open markets in the world.
In goods trade, China gradually reduced tariffs as promised, the average tariffs down to 9.8% in 2009 from 15.3% prior to the WTO entry. Meanwhile, China also cancelled all the non-tariff measures such as import quotas and import licenses as scheduled, totally liberalizing foreign trade operation rights.
In service trade, among over 160 departments of service trade classified according to the WTO rules, China has opened 100 of them, including major service departments concerning banking, insurance, telecom, distribution, accounting, and education, providing a wide market access opportunity for foreign service providers.
