NTC Restarts Anti-Dumping Investigation on Polyester Staple Fibers from China

On September 27, 2010, the National Tariff Commission (NTC) of Pakistan issued an Announcement on restarting the anti-dumping case into the polyester staple fibers (HS5503.2010) originating in China.

As per the Announcement, all the stakeholders shall file on record at the NTC within 7 days after the issuance of the Announcement and submit their investigation opinions to the NTC within 15 days.

From 2008 to 2009, the NTC once carried out an anti-dumping investigation on such Chinese products, and then made a ruling establishing the existence of dumping, and an anti-dumping duty of 10.44% was imposed as from February 2009 on Chinese products involved.

In May 2010, part of Pakistani importers sued the NTC for the foregoing ruling. Pakistan Lahore High Court accepted the case, ruled to suspend the imposition of such anti-dumping duties as from May 2010, and the NTC shall re-investigate the case.
