In 2004, the Customs Tariff Commission under the State Council of P. R. China decided to impose anti-dumping duties on the imported ethanolamine originating in Japan, the United States, Iran, Malaysia, Taiwan region, and Mexico as from Nov. 14, 2004 with a period for 5 years.

On Nov. 14, 2009, the Ministry of Commerce of the People's Republic of China (MOFCOM) decided to carry out a final review investigation into the anti-dumping measures applicable to the imported ethanolamine originating in Japan, the United States, Malaysia, and Taiwan region and terminate the anti-dumping measures applicable to the imported ethanolamine originating in Iran and Mexico. Based on the findings of the final review investigation, the Customs Tariff Commission under the State Council of P. R. China decided to continue imposing anti-dumping duties on the imported ethanolamine originating in Japan, the United States, Malaysia, and Taiwan region as from Nov. 14, 2010 with a period for 5 years.

Relevant matters are hereby announced as follows:

As from Nov. 14, 2010, China Customs authorities shall continue imposing anti-dumping duties on the imported ethanolamine (HS Codes in 2010: 29221110, 29221190, and 29221200) originating in Japan, the United States, Malaysia, and Taiwan region in accordance with relevant provisions in Announcement No. 36, 2004, Announcement No. 7, 2008, and Announcement No. 89, 2009 of the General Administration of Customs of People's Republic of China.
