Canada Makes Final Ruling over Mid-Term Anti-Dumping & Anti-Subsidy Review on Chinese Thermoelectric Coolers & Warmers

On November 25, 2010, The Canada Border Services Agency (CBSA) concluded a re-investigation of the normal values, export prices and subsidy amounts of certain thermoelectric coolers and warmers originating in or exported from the People's Republic of China, pursuant to the Special Import Measures Act (SIMA).
On May 15, 2008, the CBSA made an anti-dumping and anti-subsidy investigation into the subject goods under the following 10-digit HS codes: 84186900.90, 84185010.00, 84185029.00, 84186191.90, and 84189990.90.
1. A complete response was submitted by Mobicool International, Ltd./ Mobicool Electronic (Shenzhen) Co., Ltd. As a result, Mobicool has been provided with updated normal values and subsidy amounts applicable to subject goods on or after November 25, 2010.
2. No submissions were received from other Chinese exporters. Accordingly, normal values for all other exporters will be determined based on the export price of the goods by 37%, with subsidy amount of CNY 53.27 per unit.
On Nov. 10, 2008, the CBSA made a final ruling on this case, determining the dumping margin of involved Chinese enterprises ranges from 16.7% to 37%, their subsidy rate ranging from 0.8% to 14.1%. On June 8, 2010, the CBSA made the mid-term review of anti-dumping and anti-subsidy for this case.
