India to Formally Impose Anti-Dumping Duty on Chinese Pentaerythritol by Sunset Review Final Ruling

On March 25, 2011, India's Bureau of Anti-Dumping under its Ministry of Commerce & Industry released the final ruling of anti-dumping sunset review on Chinese and Swedish pentaerythritol, proposing to extend the anti-dumping duty of USD 515 per ton (for a period of 5 years) on the pentaerythritol imported from China.

In the notice of final ruling, since the absence of Chinese enterprises' respondence, the Bureau of Anti-Dumping continues considering China as a non-market economy country, accepts the use of constructed price to calculate normal value of Chinese exports, and eventually identifies 50-60% as the margin of dumping by Chinese enterprises.
