Canada's Final Two-Anti Midterm Review Ruling on China's Aluminum Profiles

On February 20, 2012, Canada Border Services Agency released a notice on its final ruling of antidumping and anti-subsidy midterm review on China-made aluminum profiles, and details of the ruling as follows:

1. The normal value and subsidy amount of the involved products from Chinese enterprises which submitted complete response, including China Square Industrial Ltd., CSI Solar Power China Inc. / Canadian Solar Manufacturing (Changshu) Inc., Guangdong Jianmei Aluminum Profile Factory Co., Ltd., and PanAsia Aluminum (China) Limited, will be confirmed according to the information they have offered.

2. The normal value of the involved products from the Chinese enterprises failing to submit complete response will be confirmed as per export price ×101%, and their subsidy amount will be CNY 15.84/kg.

Above rulings take effect from February 20, 2012.

On August 18, 2008, the Agency launched the combined antidumping and anti-subsidy investigation. The involved products are under HS codes 76042100.10, 76042100.20, 76042911.10, 76042911.90, 76042912.11, 76042912.19, 76042912.21, 76042912.22, 76042912.23, 76042912.24, 76042912.29, 76042920.11, 76042920.19, 76042920.21, 76042920.29, 76042920.30 and 76082000.90.

On February 16, 2009, the Agency made a final ruling that dumping margin of involved Chinese enterprises was 1.7%-101%, and the subsidy rate was CNY 2.59-15.84/kg.

On September 19, 2011, the Agency launched the antidumping and anti-subsidy midterm review.
