Mexico to Revise AD Duty on Chinese Steel Tubes

On May 29, 2012, Mexican newspaper Financiers said that Mexico has levied an anti-dumping (AD) duty on seamless steel tubes from China since 2011 and now it will review the anti-dumping duty due to the application by Mexican Tamsa.
The data of Mexican Ministry of Economic Affairs indicates that current reference prices for the anti-dumping duty are based on the data of 2006-2009 rather than that of 2011; thus, current duty rate cannot offset the injury to Mexican enterprises or help recreate fair competition conditions.
On February 24, 2011, Mexican government held that the import price was USD 1,772/ton lower than the reference price; so an anti-dumping duty was levied.
But now, 20% of the Chinese products are still lower than USD 1,136/ton in price, which is regarded lower than Mexico’s domestic price and international price. Therefore, the price cannot reach a fair competition level even after the anti-dumping duty is levied.
The Ministry of Economic Affairs indicates that it will adopt the reference prices from January 1, 2009 to December 31, 2011 for the review of anti-dumping duty.
