U.S. Rules Injury by China Crystal-Silicon Photovoltaic Cells

On November 7, the U.S. International Trade Commission announced its final ruling that a U.S. industry is materially injured by reason of imports of crystalline silicon photovoltaic cells and modules from China, which the U.S. Department of Commerce has determined are subsidized by China government and sold in the United States at less than fair value.

As a result, the Commerce Department will issue antidumping and anti-subsidy countervailing duty orders on these China products.

On November 8, 2011, the Commerce Department launched the antidumping probe under HS Codes 85016100.00, 85072080, 85414060.20, 85414060.30;

On October 10, 2012, the Department finally slapped its rulings of 18.32%-249.96% antidumping duties and 14.78%-15.97% anti-subsidy duties on Chinese enterprises involved.
