U.S. Anti-Circumvention on China Small-bore Graphite Electrodes

On April 17, U.S. Department of Commerce announced its preliminary anti-circumvention ruling on stove-used small-bore graphite electrodes from China.

The U.S. Department ruled that taxation should cover such graphite electrodes from China, 17 inches in diameter or consistent with in-scope merchandise description, made or exported by Sinosteel Jilin Carbon Co., Ltd. or Jilin Carbon Import & Export Company; and preliminarily decided to cancel the anti-circumvention probe on later developed products.

On February 7, 2008, the Department started the antidumping probe on the China products under HS Code 85451100.00; and on June 25, 2012, it started its second anti-circumvention probe.
