U.S. Final AD Ruling on China Special Silica Bricks

On November 21, U.S. Commerce Department made its final ruling for antidumping (AD) on China-made special silica bricks (under HS Codes 69010000.00, 69022010.20 and 69022050.20):

1. Tianjin New Century Refractories Co., Ltd., Tianjin New World Import & Export Trading Co., Ltd., XinYi American Advanced Material Co., Ltd., and Dengfeng Yuzhong Refractories Co. Ltd. took the dumping margin of 63.81%;

2. Chinese general dumping margin was 73.10%.
It is expected that the U.S. International Trade Commission will give relevant final ruling of industrial injury before January 6, 2014. On an affirmative injury ruling, the Commerce Department will issue its antidumping duty order.

According to the Department statistics, the special silica bricks from China totaled USD 19.7 million, USD 14.08 million, USD 43.24 million and USD 25.7 million respectively in the years of 2009, 2010, 2011 and 2012.

The antidumping probe was launched in December 2012 at the request of Utah Refractories Corporation; On June 20, 2013, the Department preliminarily ruled 84.89% as the dumping margin of the Chinese companies aforesaid and 91.16% as the Chinese general.
