EU Final Rulings on China Crystal Silicon PV Components

On December 2, the EU authority made its final antidumping and anti-subsidy rulings on China-made crystalline silicon photovoltaic components and key parts and accepted the price undertakings made by 97 Chinese firms in August.

The duty rates remain at 47.7% on average for 2 years from December 6; and the Chinese price undertakings for the antidumping case will be extended to the anti-subsidy case.

In the antidumping case, cooperating Chinese firms are under the antidumping duties at 27.3%～64.9% and general firms under 53.4%; in the anti-subsidy case, Delsolar Company Limited is under the zero anti-subsidy duty, cooperating firms are under 3.5%-11.5% anti-subsidy duties, and the general rate is 11.5%.

The products are under EU HS Codes ex38180010, ex 85013100, ex 85013200, ex85013300, ex85013400, ex85016120, ex85016180, ex85016200, ex 85016300, ex85016400, ex85414090.

On June 5, the EU gave a preliminary antidumping ruling with an average rate of 47.7%; and on August 3, the Union accepted the price undertakings by 97 firms.
