(3) Transit, transshipment and through goods
Person in charge of entry-exit manifest and related electronic data of transit goods shall submit them according to the Measures.

Person in charge of transferring manifest of goods entering a country temporary, shall make a application to the customs. After customs' auditing, the original manifest shall be transmitted before the transport arrival.

Person in charge of transmitting manifest of goods leaving a country temporary, shall transmit the major data and other data of advanced manifest 2 hours before the shipment.
Person in charge of through goods, needn't to transmit manifest and relevant electronic data temporarily.

(4) Vessel in light condition
Vessel without goods and articles loaded, needn't not transmit manifest and electronic data to customs

(5) Small vessel
For the small entry vessel to Hongkong and Macao, the person in charge of manifest shall transmit original electronic data of manifest to customs 2 hours before the shipment of goods and articles.

For the small entry vessel to Hongkong and Macao, the person in charge of manifest shall transmit original electronic data of manifest to customs 2 hours before the shipment of goods and articles.

For the small exit vessel to Hongkong and Macao, the person in charge of manifest shall transmit advanced electronic data of manifest to customs 4 hours before the shipment of goods and articles.

For the small exit vessel to Hongkong and Macao under the charge of Customs Supervision and Control Station during the shipment, the operator in the area under customs supervision and control and tally department shall transmit electronic data of tally report before the shipment.
