Announcement of the Ministry of Commerce on the Quantity of Import Tariff Quotas

Quantity of Import Tariff Quotas, Distribution Principles and Application Procedures for Fertilizers in 2009: the fertilizers subject to the tariff quota management in 2009 are: carbamide (tax No.: 3102100001), diammonium phosphate (tax No.: 3105300001), and compound fertilizer (tax No.: 3105200001).
I. The quantity of import tariff quotas. The distributable quantity of import tariff quotas in 2009 are: 3.3 million tons of carbamide, 6.9 million tons of diammonium phosphate, and 3.45 million tons of compound fertilizer.
II. The distribution principles.
(I). The performances of the importer;
(II). The capacity, operation scale and sales status of the applicant;
(III). Whether the quotas obtained in the past were fully utilized;
(IV). The applied quantity.
(V). the applications by other importers.
(VI). Other considerations.
III. State-run trade tariff quota. The quantities of state-run trade quota of fertilizers in 2009 are: 2.97 million tons of carbamide, 3.52 million tons of diammonium phosphate, and 1.76 million tons of compound fertilizer. The applicants of the state-run trade quota of fertilizers are: agricultural production goods company with an import base and achievements; three types of agricultural stations with an import base and achievements (solid manure station, seed station, and agrotechnical station; fertilizer producers with an import base and achievements; eligible new applicants.
IV. Non-state-run trade tariff quota. The quantity of non-state-run trade quota of fertilizers in 2009 are: 3.3 million tons of carbamide, 3.38 million tons of diammonium phosphate, and 1.69 million tons of compound fertilizer.The applicants of the non-state-run trade quota of fertilizers are: enterprise of small-scale border trade with an import base and achievements; foreign invested enterprises with an import base and achievements; other enterprises with an import base and achievements; eligible new applicants.
