Australian AD & AS Midterm-Review Ruling on China's Aluminum Sections

On August 26, 2011, Australia finally ruled on a midterm review of the anti-dumping (AD) and anti-subsidy (AS) on China-made aluminum sections, affirming part of its preliminary ruling and making two new decisions:

(1) Import price of primary aluminum, which is unable to reflect the competitive market cost, shall NOT be used as the structural cost for establishing the normal value of aluminum sections;

(2) Export prices, normal value and non-damaging prices, all of which are used to calculate provisional anti-dumping and anti-subsidy duties, shall be fixed upon each variety of aluminum sections.

Additionally, the normal value of the China's Zhaoqing New Zhongya Aluminium Co., Ltd. is miscalculated in the preliminary ruling. After correction of its normal value, the company's dumping margin is set to less than 2% that is a microscale.
