According to Russian customs web news, the Eurasian Economic Commission recently plans to give zero duty to electric vehicles importing to the Customs Union countries in 2014.

The Commission is about to convene a council for determination on the duty cancel, which is expected to be applicable to totally electric vehicles, excluding those only mounted with electric motors such as hybrid cars.

If the duty cancel is approved, electric vehicles will be imported without tax to Russia, Belarus and Kazakhstan, likely fostering the development of environment-friendly automobiles and infrastructure.

At present, Russia sets an import duty of 19% on electric vehicles. Its solely formal import is Mitsubishi i-MiEV cars, each worth 1.8 million ruble. In addition, Mitsubishi’s Outlander PHEV hybrid cars are proved for the Russian market and to be sold there next year.
