Recently, Costa Rica notified in writing the WTO's safeguard measure commission that on November 13, 2012 the authority decided not to levy safeguarding duties on import broken rice because the investigator had ruled that the involved import was not large enough to seriously injure or threaten domestic rice industry.

On May 8, 2012, the country started the safeguarding probe under HS Codes 1006309091 and 1006309099.
