In accordance with Anti-dumping Regulations of the People’s Republic of China, Ministry of Commerce released announcement on May 28, 2008, deciding to carry out anti-dumping investigation on dimethyl cyclosiloxane/cyclic dimethyl siloxane (hereinafter referred to as “investigated commodities”) imported from South Korea and Thailand. Ministry of Commerce carried out investigation on dumping and dumping profit margin as well as injury and injury extent, and released preliminary attribution (please refer appendix) according to the investigation results as well as Item No. 24 of the Anti-dumping Regulations of the People’s Republic of China. Relevant matters are now announced as follows: Preliminary Attribution: In accordance with investigation results, Ministry of Commerce confirms the dumping of the investigated commodities, industrial injuries of mainland as well as the causality between dumping of the investigated commodities and the injury of mainland industries. Deposit: In accordance with tem No. 28 and 29 of the Anti-dumping Regulations of the People’s Republic of China, Ministry of Commerce decides to carry out anti-dumping measures in means of deposit. As from Nov 7, 2008, importers shall provide relevant deposits to customs of the People’s Republic of China for the importing of dimethyl cyclosiloxane/cyclic dimethyl siloxane originated from the South Korea and Thailand,. The tariff codes of the investigated commodities are 29310000 and 38249099. Deposit rates of different Companies: Companies of South Korea: 25.1% Companies of Thailand Asia Silicones Monomer Limited 5.4% Other companies of Thailand 21.8% All interested parties may submit relevant evidences to Ministry of Commerce in 20 days for consideration as from release of this announcement.
