On Sep 25 of 2008, Ministry of Commerce of the People’s Republic of China formally received the application for anti-dumping investigation of polyamide-6,6 section originated from America, Italy, England, France and Taiwan Region, admitting by Pingdingshan Shenma Engineer Plastic Company Ltd representing inland industry. In accordance with the relative rules in Anti-dumping Regulations of the People’s Republic of China, Ministry of Commerce examined the related terms such as qualification of the applicant, related issues of the product applied for investigation, related issues of the same product in China, influence of the product applied for investigation on inland industry. Meanwhile, Ministry of Commerce examined the supplied evidence about dumping, damage and the causal relationship between dumping and damage. The supplied evidence indicates that the annual output polyamide-6,6 section of Pingdingshan Shenma Engineer Plastic Company Ltd in 2005, 2006, 2007, and from Jan to Mar of 2008 accounted for more than 50% of the total output of the same product the mainland, which conforms to the related regulations about the applicant in Article 11, Article 12 and Article 17 of Anti-dumping Regulations of the People’s Republic of China. At the same time, the relative contents and evidence required in Article 14 and Article 15 of Anti-dumping Regulations of the People’s Republic of China are contained in the application. According the result of the above examination and Article 16 of Anti-dumping Regulations of the People’s Republic of China, Ministry of Commerce decides to carry out anti-dumping investigation over polyamide-6,6 section originated from America, Italy, England, France and Taiwan Region as from Nov 14 of 2008. Now the related issues are announced: 1.Investigation on file and Investigation Period As from the promulgation of this announcement, ministry of Commerce shall carry out anti-dumping investigation over polyamide-6, 6 section originated from America, Italy, England, France and Taiwan Region. The period of dumping investigation shall be from Apr 1 of 2007 to Mar 31 of 2008. The period of industry damage investigation shall be from Jan 1 of 2005 to Jun 30 of 2008. 2.Products Investigated and the Investigation Extension Investigation Extension: polyamide-6, 6 originated from America, Italy, England, France and Taiwan Region. Name of the investigated product: polyamide-6, 6 Chemical Formula: [NH(CH2)6-NH-CO-(CH2)4-CO]n Physico-chemical feature: a milky white, translucent or opaque crystal polymer. Main application: polyamide-6, 6 is used extensively in injection molding, filature and so on. It is the materials used in areas such as electronics, electrical products, war industry, automobiles, railway parts and textile. 3.To register for defending As for the anti-dumping investigation, any interested party may apply for defending with Bureau of Fair Trade for Imports and Exports of Ministry of Commerce within 20 days after the promulgation of this announcement, of which the exporter or producer shall supply with the volume and the amount of money of the investigated product exported to China from Apr of 2007 to Mar of 2008. As for the industry damage investigation, the interested parties may apply for defending with Bureau of Bureau of Industry Injury Investigation of Ministry of Commerce within 20 days after the promulgation of this announcement, supplying with materials about production capacity, production volume, storage, plans under implementation, the volume and the amount of money of the investigated product exported to China during the investigation period. 4.No registration for defending As the interested party dose not register for defending with the required period, the Ministry of Commerce shall have the right to refuse the relative materials submitted and to make a judgment according to materials received. 5.Rights of the interested parties If having different opinions about extension of the investigated product, qualification of the applicant and the other related issues, the he interested party may submit the opinions in written form to Ministry of Commerce within 20 days as from the promulgation of this announcement.
