Regulations on Prohibiting Importation of Pigs and Pig Products from the Netherlands

REGULATIONS ON PROHIBITING IMPORTATION OF PIGS AND PIG PRODUCTS FROM THE



NETHERLANDS



(Promulgated by Decree No. 18 of the Ministry of Agriculture on March



28, 1997)



Recently the State Administration of Animal and Plant Quarantine was



informed, by the Ministry of Agriculture, Nature Management and Fishery



of the Kingdom of the Netherlands, of an outbreak of swine fever in



Brabant, a southern province of the Netherlands on February 10, 1997,



first found in the city of Venhorst. The fever is still spreading in the



absence of effective control.



These Regulations are therefore formulated with a view to preventing



spread of the fever into China, and protecting the Chinese pig farming



industry, in accordance with the contents of Article 5 of the Law of the



People's Republic of China on Entry and Exit Animal and  Plant



Quarantine:



1. Importation (including direct imports and transshipments) of pigs,



pork and other related products from the Netherlands is prohibited as of



this date.



2. Entry of pigs or related products into China from the Netherlands is



prohibited, whether through mail or carried by passengers.  Once



detected, such products will be confiscated and destroyed.



3. Pigs and pig products from the Netherlands, once detected aboard



international flights, ships or trains that pass or stop over in Chinese



territories, shall be seized.



4. Once intercepted and captured, all pigs and products thereof smuggled



into China from the Netherlands shall be destroyed under the supervision



of animal and plant quarantine authorities at the nearby port.



5. Violations of these Regulations are subject to measures taken by



animal and plant quarantine authorities at Chinese ports according to



provisions in the Law of the People's Republic of China on Entry and



Exit Animal and Plant Quarantine and other legislation.
