Foreign enterprises in the Park can enjoy preferential tax treatment: "2 items released, 3 items halved" from the year the enterprise starts making profit.
If export value reached 70% of the total production value, income tax rate will be 10% (normally 33%). After value-added tax of Software products produced by enterprises in the Park is levied at the rate of 17% according to the tax law, the exceeding 3% will be given back to the enterprise. The nil value-added tax rates will be used for exported software products produced by enterprises in the Park and export tax will be exempted. For technology export contract the sales tax and income tax will be exempted. If the export value of software products produced by the enterprise in the Park exceeds 1 million US dollars, the enterprise can enjoy self-support software export rights. For imported equipments which will be used by the software enterprise itself, and the technology (including software) and the parts and spare parts imported together with the equipments, the import tax and import value-added tax will be exempted (not including commodities described in the category of foreign investment projects non tax-free imported commodities) . If graduates with bachelor's degree or higher qualification are employed by enterprises in the Park, they can be registered as the permanent residents. Software development personnel and backbone operating management personnel under 35 years old from other places, and their spouses and underage children can be registered as the permanent residents and the city environmental fee will be exempted from them. Long effective "temporary residential card" will be issued to overseas Chinese who work in the Park, their spouses and underage children, the city environmental fee will be exempted from them. If their children enter school or kindergarten, they can have the same treatment as the treatment owned by the normal residents in Dalian, they can also enjoy related treatment described in "Regulations for encouraging overseas Chinese to work in Dalian". Special funds from the related departments of the state, the province and the city will be given to enterprises in the Park every year. Enterprises in the Park can also get key support from risk investment companies. Enterprises in the Park can enjoy preferential treatment in buying or renting office buildings in the Park. Employees of the enterprises in the Park can get preferential treatment in buying excellent residential buildings in the Park. |
