Tianjin Software and Information Technology Services Training Base, build by Tianjin Municipal Science and Technology Commission, Tianjin Municipal Education Commission and THIP, is founded on September, 8th. Chen Chaoying made a speech in the ceremony and Zhang Junfang, vice mayor, attended the ceremony. Jin Runcheng, Zhou Sichun and Hong Xuehai made speech. Liu Li, Jing Hongyang and other people from related department attended the ceremony.

He said that construction of University Software Park is comprehensively implementing the scientific concept of development, implementing the Third Session of the Ninth Plenary Session of the municipal party committee, pushing the strategy of invigorating Tianjin through science, technology and education, is a model for higher education innovation personnel training and Binhai New Area development and opening up. Municipal Committee of PRC and Tianjin government put an emphasis on University Software Park and listed it as Tianjin's key commission of this year, which witnessed an importance of speeding up training software and modern information and service personnel.
All units would try to explore the new cooperation between universities and industries, enterprises so as to develop demand-oriented personnel with high efficiency. Efforts should be made to integrate higher education into the development, service development and support development so that colleges and universities will make contributions to economic and social development. Tianjin Municipal Science and Technology Commission, Tianjin Municipal Education Commission, THIP and universities should achieve the aim of integrated developing of Software Park and personnel training, based on the platform of University Software Park so as to further enhance the software and services outsourcing industry's international competitiveness and provide personnel support and intellectual support.
70% software enterprises, 60% systems integration enterprises and 60% enterprises with billions of revenues of Tianjin are located in THIP. This year, THIP accelerate the building of software and services outsourcing industry base with an area of 3.08 square kilometers. Now the main building in core industrial area with 280,000 square meters has been completed. Domestic and foreign software enterprises have settled down in THIP attracted by the newly published Policies of Speeding up the Software and Services Outsourcing Industry. According to incomplete statistics, the capital of foreign-funded enterprises registered 236 million yuan this year, an increase of 67 percent. It is estimated that by 2012, software and services outsourcing industry sales will reach 45 billion yuan with more than 10 million employees.
Tianjin software and information technology services training base- University Software Park is build by Tianjin Municipal Science and Technology Commission, Tianjin Municipal Education Commission and THIP. It is planed a total area of 300 hectares and started in October 2008 and is expected to be completed in September 2009. Tianjin Municipal Science and Technology Commission, Tianjin Municipal Education Commission and THIP jointly set up a Committee and special funds for software institutes and enterprises in this base so as to support and build a sound public service platform and establish practical business-oriented software talents training mode and attract domestic and foreign institutions assigned to training base, which guarantee the providing of talents with international standard.
