4. Significant investment in science researches. The prior projects of the national development plan from 2000 to 2006 focused on research, technology and innovation investment to enhance R&D and innovation, which were expected to reach 1.95 billion Irish Pounds. Total amount of 0.56 billion Irish Pounds of technology foresight fund was set up to enhance the high standard R&D in telecommunication and bio-chemical fields, and established national science and technology industrial park to close the cooperation among colleges, R&D institutions and enterprises. Ireland received a grant provided by EU technology R&D the Fifth Framework Plan (1998 － 2002), total amount of 11.8 billion Irish Pounds ( around $15 billion); Information social technology, competency and sustainable technology development will be the major research fields.
