Announcement No.29, 2006 of the Ministry of Commerce of the People??s Republic o

    According to the requirement of Announcement No. 22, 2006 of National Development and Reform Commission of the People??s Republic of China, Ministry of Commerce of the People`s Republic of China and Ministry of Finance of the People`s Republic of China, part of national reserved sugar will be launched into the market by Competitive Bidding. The details are notified as follows:



1. The Organization and Management of Competitive Bidding

(1) Ministry of Commerce shall in charge of the management of Competitive Bidding (2) China Merchandise Reserve Management Center shall in charge of the specific implementation of Competitive Bidding.

(3) Competitive Bidding shall be publicly conducted by electronic network system of China Merchandise Reserve Management Center



2. Amount, Variety, Time and Location of Competitive Bidding

(1) Total amount is 368,000 tons. Variety is white granulated sugar of above First Grade (First Grade included). Competitive Bidding shall be conducted in four times, namely 9am-17pm on April 18, April 25, May 23 and May 30 in 2006 respectively, with 92,000 tons each.

Any alteration of the bidding shall be notified later.

(2) Location: Sugar Exchange of China Merchandise Reserve Management Center, Beijing



3. Base Price of Competitive Bidding

Base Price is 3800 yuan per ton.



4. Exchange Mode of Competitive Bidding

(1) The exchange shall be conducted in accordance with exchange regulations for Competitive Bidding of National Reserve of Sugar. Each share of Competitive Bidding of product sugar shall be at least 120 tons or 300 tones. If the overplus in stock is less than 300 tons, it shall be considered as one share.

(2) Member of the Competitive Bidding shall have the identity confirmed. Members shall sign up 2 days ahead of each bidding term so as to participate in the Competitive Bidding.

(3) Cash Deposit System shall be implemented. Cash Deposit shall be deposit into the account before exchange process.

(4) Settle up the payment for goods according to the regulations after the contract of purchase is signed.

(5) Members of the Competitive Bidding shall participate in the related tests at 9am-16pm on April 17, 2006.



5. Take Delivery of Goods following the Conclusion of Transaction of the Competitive Bidding

(1) Purchaser of the Competitive Bidding shall take delivery of goods, with valid bill of lading, from depot of the appointed processing enterprise.

(2) Specific date for Delivery of Goods shall be identified clearly in the certain list. If force majeure occurs, the date for Delivery of Goods shall be postponed.

(3) Fees for delivery from godown and on loading shall be no more than 10 yuan per ton.

(4) If the Delivery of Goods does not occur on time, fees for storage shall be paid to depot of the processing enterprise.
