I. Its Main Functions are??

1. To carry out foreign affairs policies and regulations stipulated by the central authorities,  and the provincial and municipal instructions and decisions on foreign affairs; to cooperate with departments concerned in researching and working out practical measures and approaches; to supervise the departments concerned in Jiaxing to carry out foreign policies and regulations, and check the implementation.

2. To examine and approve the missions of going abroad??or leaving to H.K, Macao, and Taiwan??for official duties, and apply to higher-level authorities for approval of invitations for foreign, Hong Kong or Macao visitors; to take charge of passports and pass permits for local people going abroad for official duties.

3. To receive invited foreign guests, people from foreign embassies and consulates who are on business trips in Jiaxing, and foreign correspondents who are in Jiaxing for news coverage; to be responsible for the overall arrangements of local government leaders?? participation in foreign affairs activities and their official visits abroad.

4. To put under centralized management and coordinate major foreign affairs and programs of  foreign-related activities held in Jiaxing; to cooperate with departments concerned in handling major foreign-related issues in this municipality; to gather information about and inspect foreign visits for public affairs by local delegations, and about foreigners?? life and work in Jiaxing and prevailing problems.

5. To establish sister-city relationship with foreign countries, and handle the application and approval formalities concerned; to liaise and coordinate exchange activities between Jiaxing and its sister cities in foreign countries and with other friendly entities; to cooperatively deal with customs, ports and transportation matters concerning foreign parties.  

6. To be responsible for the management of foreign economic experts and cultural& educational specialists; to handle or assist relevant units in handling affairs relating to the foreign experts, foreign students, foreign interns, expatriates and the foreign employees in ??three-capital" enterprises (i.e. Sino-foreign joint ventures??Sino-foreign cooperative enterprise and foreign-funded enterprise) in Jiaxing; to take the responsibility of selecting and reporting ??Friendship Award?? and ??Honorary Citizen??; to examine and approve schools?? application for hiring foreign teachers; to be responsible for assessing and confirming technical titles of junior and secondary translators; to handle or assist relevant units in handling important matters concerning the management of foreigners.

To manage the registration of foreign-funded enterprises and the registration statistics in Jiaxing; to assist in handling the foreign-funded enterprises infringement cases.

I. Its Main Functions are??

To be responsible for the implementation of international tax treaties, anti- tax avoidance measures, foreign tax audit, intelligence exchange, and the trans-national income taxation on Chinese and foreign residents; to enforce policies of income taxation on foreign-invested enterprises, and check their implementation and daily management; to take charge of policies and measures relating to taxation on imports and exports, and supervise and check the fulfillment regularly; To take charge of examining and approving applications for tax drawback of import/export cargo, and the matter of year-end checkups; to cooperate with units concerned in organizing inspections on anti-tax avoidance efforts.

I. Its Main Functions are??

To be responsible for data-collection, management, early-warning and analysis of the international balance of payments(BOP) and foreign exchange positions in Jiaxing; to supervise the management of regular and capital items; to examine the local entities' compliance with foreign exchange administration rules and regulations , and penalize institutions engaging in illegal practices; to monitor and govern operation of foreign exchange market, and regulate the management of foreign exchange accounts within Jiaxing jurisdiction.
