[Anti-dumping and Countervailing Measures] Anti-dumping Investigation on Certai

On December 1, 2008, Ministry of Commerce received a petition filed in proper form submitted by Chinese Fasteners Industry Association on behalf of Chinese domestic certain iron or steel fasteners industry to apply for anti-dumping investigation on imported certain iron or steel fasteners originating from the European Community.
In accordance with relevant regulations of the REGULATIONS OF THE PEOPLE’S REPUBLIC OF CHINA ON ANTI-DUMPING, Ministry of Commerce carried out relevant examinations on petitioner qualifications, related conditions of investigated products, related conditions of same category products as well as influences of investigated commodities on domestic industry. In addition, Ministry of Commerce examined and approved evidences listed in the petition such as dumping, injury, and causal link between the two. Preliminary evidences indicated the complainant fulfils the representativeness requirement for applying for anti-dumping investigation as set out in Article 11, Article 13 and Article 17 of the REGULATIONS OF THE PEOPLE’S REPUBLIC OF CHINA ON ANTI-DUMPING. The petition also contains required contents and related evidences of Article 14 and Article 15 of the REGULATIONS OF THE PEOPLE’S REPUBLIC OF CHINA ON ANTI-DUMPING on initiation of anti-dumping investigation.
In terms of the above examination results and Article 16 of the REGULATIONS OF THE PEOPLE’S REPUBLIC OF CHINA ON ANTI-DUMPING, Ministry of Commerce decides to initiate an anti-dumping investigation against the imported certain iron or steel fasteners originating from the European Community. Relevant matters are now announced as follows:
The period of dumping investigation is July 1, 2007 to June 30, 2008 and the period of industry injury investigation is January 1, 2005 to September 30, 2008.
The scope of the product under investigation is imported certain iron or steel fasteners, i.e. wood screws, self-tapping screws, other screws and bolts with heads (whether or not with their nuts or washers, but excluding screws and bolts for fixing railway track construction material and excluding screws of shank thickness not exceeding 6mm) and washers, originating in the European Community, normally declared within PRC Customs Import Tariff Codes 73181200, 73181400, 73181500, 73182100 and 73182200. These tariff codes are only given for information.
This investigation starts on December 29, 2008, and usually will be ended before December 29, 2009. It may be prolonged to June 29, 2010 in case of particularity.
