[Imports Management] Specifications for Filling in Declaration Form for Import a

For the purpose of clarifying the requirements of filling in declaration form for import and export goods under preferential trade agreements, the customs of General Administration revised the 32 clause, the third item of the General Administration of Customs on Specification for Filling in Declaration Forms for Import and Export Goods: the Rlated Documents. The revised items are as follows:

1. Specifications and Requirements for Import and Export Goods Under Preferential Trade Agreements

“Y” represents the certification Number of origin . “01”
02”03”04”05”06”07”08”09”10”11”“ are the valid code for filling in preferential trade agreement codes.
01” represents the valid code for import and export goods under the item of ASIA-PACIFIC Trade Agreement.
02”represents the valid code for import and export goods under the item of China-East Union free trade zone.
03” represents the valid code for import and export goods under the item of” Closer Economic Partnership Arrangement (Hong Kong CEPA).
04” represents the valid code for import and export goods under the item of”Closer Economic Partnership Arrangement (Macao CEPA).
05” represents the valid code for import and export goods under the item of “the preferential treatment to Africa
06” represents the valid code for import and export goods under the item of "Null tariff Measures for Taiwan Agriculture products."
07” represents the valid code for import and export goods under the item of"China and Pakistan Free Trade Zone"
08” represents the valid code for import and export goods under” China-Chile Free Trade Zone”
09” represents the valid code for import and export goods under the item of “the preferential treatment to Yemen”
10” represents the valid code for import and export goods under the item of” China-New Zealand Free Trade Zone”
11” represents the valid code for import and export goods under the item of” China-Singapore Free Trade Zone”

2. Detailed Specification and Requirements:

(1) Certification of Origin under the Management of the Computer Information Networks: Fill in “Y” and preferential trade agreement code in the Related Documents Code Column and Document No. Column respectively. For instance, the declaration form for import and export goods under the item of “Hong Kong CEPA” should fill in “Y” and “<03>”. Where a bill of import goods have more than one certification of origin or contain goods without certification of origin, it should  fill in the different documents.

(2) Certification of Origin without the Management of the Computer Information Networks:

Fill in “Y” and "preferential trade agreement code+ Sequence No. of Goods "in the Related Documents Code Column and Document No.

Column respectively. For instance, the fist to the third item and the fifth item of import and export goods under the item of "Preferential Trade Agreement "and “Asia-Pacific Trade Agreement” should fill in“<01:1-3,5>”.

The announcement should be take effect as of 22nd Jan,2009.
