[Tariffs Changes ] New Trends of Import and Export Tariffs for Leather Industry

1. China has fulfilled its obligation of the most-favored nation import tariff rate on leather industrial products required by WTO. The average most-favored nation import tariff rate of leather industrial products in 2009 is 12.2%, same with the last year.
 

2. Recently, china speeded up the establishment of bilateral and free multilateral foreign trade zones and expanded the extent and scope of tariff preferential policies towards bilateral and multilateral foreign trade. China implemented conventional tariffs rates, lower than preferential rate, with those had signed the free foreign trade agreement. In 2009, the conventional tariff rate of leather industrial products imported form Chile, East-Union, Pakistan, New Zealand correspondingly increased in aspects of range and scope compared with the preferential rate of last year.
 

In 2009, the average import tariff rate to Chile is 1.7%, decreased 10.5% that of most-favored nation tariff rate, down 1.6% of last year. Beside that, the import rate for shoes and shoes accessory reduced to zero.
 

In 2009, the average import tariff rate to Pakistan is 8.5%, decreased 3.7% of import tariff of most favored nation, down 0.5% of last year.
 

In 2009, the average import tariff rate to East-Union is 2.7%, decreased 9.5% of import tariff of most favored nation, down 3.3% of last year. Beside that, the import rate for raw hide reduced to 1%.
 

In 2009, the average import tariff rate to New Zealand is7.3%, decreased 4.9% of import tariff of most favored nation, down 4.8% of last year. Beside that, the import rate for raw hide and finished leather products are reduced to 4.4%.
 

3. Import tariff reduction on some of semi-finished leather products and addition of two customs tariff code.
 

In 2009, the customs temporarily reduced 2% of the import tariff for another two semi-finished leather products excluded the former approved 6 semi-finished leather products, they are Bovine or equine leather, without hair on, dry state(crust), full grains, unsplit, or grain splits, not further prepared( Tariff Code of 41044100) and Leather further prepared after tanning or crusting, including parchment-dressed leather, of bovine(including buffalo)animals, without hair on other than leather of heading 41.14, whole hides and skins, grain splits(Tariff Code:41071210)

4. Implement Special Preferential Tariff Rate on most Undeveloped Countries
 

In 2009, the customs will continue to implement Special Preferential Tariff Rate on certain imported leather products to some of the most undeveloped countries in Africa; East-Union members of the kingdom of Cambodia, the Lao People’s Democratic Republic, the People’s Republic of Bangladesh; the Republic of Yemen, the Islamic Republic of Afghanistan, the Republic of Maldives, the Independent State of Samoa etc..
 

5. Implement 20% export tariff on Dried Hides and Skins of Swine
 

In 2009, the customs will continue to impost 20% export tariff on Dried Hides and Skins of Swine with the tariff code of 41039011 and 41039019.
