Application Formality:
1. Basic requirement for the
applicant
(1) Fixed manufacturing location, producing facilities suit the
measuring instrument produced, including production equipment and technical
equipment, and measuring testing facilities during the production;
(2) Model
approval certificate or qualified sample test certificate, complete layout
drawings, technical documentations, product standards, and appraising criterion
or methods, etc.
(3) Appraising requirements before ex-factory to guarantee
the product quality, including eligible measuring standards, suitable measuring
instrument for manufacturing and inspecting equipments, as well as environments
which are required by the appraising;
(4) The technical qualification of
technicians and workers should satisfy the requirements of production. The
quality control staff in charge of the inspection before ex-factory, should be
appraised by quality and technical supervising authorities.

quality guaranteeing system and measuring administrating mechanism

Technical strength and ability for after service.
2. Documents for
application (counterchecking)
(1) Documents to prove that the legal entity
has been registered or the registration has been accepted (photocopies)

Application Letter for Manufacturing Measuring Instrument
(3) Self-assessing
Appraising Criterion of Measuring Instrument Manufacturing License by the
applicant
(4) Measurement Appraising Staff Certificate of the employees; the
number should suit the production scale (photocopies of the certificates)
(5)
Photocopies of Approval Certificate of Measuring Instrument Model and Qualified
Certificate of Measuring Instrument Sample Test
(6) Photocopies of appraising
report of the measuring instrument model and Measuring Instrument Sample Test
Result Notice, or Overall Performance Test Report of the product (submitted when
applying for the counterchecking; the above reports should be issued by
qualified measurement technical institution).
All the above documents need to
be chopped by the applicant. The application form should be 2 copies, while for
other documents, 1copy is enough.
3. Counterchecking of the measuring
instrument manufacturing license
The relevant entity should make application
to the original certificate issuing authority for counterchecking after
self-assessing at 3 months before the Measuring Instrument Manufacturing License
expired.
Processing Procedures:
1. The processing authority
accept the application and make initial examination.
2. Entrust relevant
technical institutions or intermediary organizations to form appraising team
with 3 to 4 qualified experts each team and carry through fieldwork
examinations
3. The appraising team leader makes Appraising Report. Relevant
technical institutions or intermediary organizations submit the report to
processing authority.
4. The processing authority audits the Appraising
Report and other related documents and makes decisions.
Charging Standard
& Basis:
1. Standard:
The charge of measuring instrument manufacturing
license is RMB 100 per item.
Cost of the certificate is RMB

Publication fee will be charged according to the actual
expenditure.

issuing work within 40 working days after accepting the application. If there is
any restructure work, the time limit will be postponed.

instrument manufacturing license of municipal administrated entities
2.
Measuring instrument manufacturing license of the entities registered in
municipal industrial & commercial administration authorities
3. Measuring
instrument manufacturing license of Shanghai entities which administrated by
national ministry, bureau, or department
4. Measuring instrument
manufacturing license which is listed in national important measuring instrument
administrating catalog or Shanghai important measuring instrument administrating
catalog.
5. Measuring instrument manufacturing license of the instrument
assembled by imported components
