Application Formality:
1. Basic requirement on the
applicant
(1) The legal entity has been registered or the registration has
been accepted;
(2) Has trial-produced sample which is eligible
(3) Provide
relevant documents
2. Documents for application
(1) Documents to prove
that the legal entity has been registered or the registration has been
accepted.
(2) Application Form for the Approval of Model of Measuring
Instrument (Sample Test)
(3) Photo of the sample
(4) User Guide (or sample
of the products)
(5) General assembly drawing, major component drawings, and
circuit diagram (provide when the testing institution requires)
(6) Product
standard (including appraising method and need be recorded)
(7) Test report
made by manufacturer or entrusted technical institution and meets the
requirement of national standard, measurement appraising regulation, measurement
technical requirements, and product standard of the company itself.
All the
above documents need to be chopped by the applicant. The application form should
be 2 copies, while for other documents, 1copy is enough.
Processing
Procedures:
1. Acceptance
The processing authority will accept those
applications with complete and chopped applying documents.
2. Entrust
For
the application of measuring instrument model approval, the processing authority
will entrust technical institution authorized by measuring authority of the
State Council to appraise the model. For the application of sample test, the
processing authority will entrust qualified technical institutions to test the
samples.
3. Model appraising and sample test
The entrusted technical
institution will in charge of the censoring of the technical documents, issue
Notice of Sample Testing to the applicant, make model appraising plan or sample
testing plan, and take examinations according to the plans. Afterwards, the
institution will issue Measuring Instrument Model Appraising Report or Measuring
Instrument Sample Test Result Notice.
4. Audit
The processing authority
will audit the Measuring Instrument Model Appraising Report or Measuring
Instrument Sample Test Result Notice submitted by the technical
institution.

Time Limit for Processing:
Normally within 72
working days after accepting the application
For the application that do not
need environmental test and electromagnetism compatible test, the processing
time would be within 57 working days. If there is any restructuring, the time
limit will be postponed.
Qualified Application Subject:
Accept the national
measuring instrument new model approval application trial-produced by Shanghai
legal entities, the instrument model approval application which belongs to the
national important administrating catalog and Shanghai important instrument
administrating catalog, and sample test application of new measuring instrument;
entrust the test; audit and issue Approval Certificate of Measuring Instrument
Model and Qualified Certificate of Measuring Instrument Sample
Test.
