Processing Authority: Shanghai Measurement Calibration Administrating Office
(installed in the Measurement Department of Shanghai Quality and Technical
Supervising Bureau)
Application Formality:
The applicant shall fill the application report
with intent of cognizance. The application report should include the item name
of calibrating, corresponding measurement standards, technical basis, annual
workload estimation, characteristics of the laboratory, etc. After passing the
pre-examination, the applicant should submit the following documents:
1.
Application letter of laboratory cognizance (including appendix 1,2,3)
2.
Constitution of the organization*
3. Attesting documents for the fixed
working place of the calibrating work*
4. Capital checking documents for the
registered capital*
5. Quality handbook
6. Self-assessing report
7.
Technology criterion
8. Testimonial of staff qualification*
9. Several
calibrating reports (3 for each item)
10. Several original record
(corresponding to the calibrating reports)
11. photocopy of Measurement
Standard Appraising Certificate
12. Other supplementary material
Note: The
above documents are required for initial cognizance and counterchecking. For
extending cognizance items, if there are no changes in the contents of the
documents with the symbol of *, then such documents can be exempted.
Processing Procedures:
1. Processing authority make pre-examination on the
application report.
2. Processing authority makes initial examination on the
documents, entrust appraising committee to appraise, and issue Notice of
Acceptance to the applying laboratory.
3. Appraising Center will organize the
appraising team to process according to related regulations and submit
Appraising Opinion Letter to the processing authority.
4. The processing
authority will audit the Appraising Opinion Letter and the whole appraising
process, and make decisions.

Regulations on Measurement Calibrating Institutions (promulgated by Order No. 23
of Shanghai People's Government, and amended by Order No.54)

Time Limit for Processing:
No more than 3 months from accepting the
application to cognizance and issuing the certificate (time for the
restructuring of document examination and fieldwork examination are not
included)
Qualified Application Subject:
1. Has constitution of organization
2.
has fixed working place for the measurement instrument calibrating
business
3. has a registered capital of no less than RMB 500,000
4. has
measurement calibrating equipment suitable to the calibrating business
scope
5. has at least 5 professional staff with corresponding qualification
and suits the calibrating business scope
6. other requirements prescribed by
laws, regulations, and rules
