Processing Authority: Standardization Department of
Shanghai Quality and Technical Supervision Bureau
Application Formality:
1. The enterprise should get
the Standard Adopting Registration Reporting Form from the document
pre-examining authority and fill the form (4 copies);
2. The text is
validating, and its effect equal to international standard or oversea advanced
standard. ( If the enterprise standard is adopting international standard, the
original text and translation text of the adopted standard should be attached as
appendix);
3. Comparison table of the major performance index of the product
and corresponding content in international standards or oversea advanced
standards;
4. Overall performance appraising report on the product quality
issued by the appraising institution set (or authorized) by municipal level
quality and technical supervising bureau, or the appraising institution set by
relevant administrative departments of the State Council.
Processing Procedures:
1. The municipal-level
enterprises should send the standard adopting pre-examining documents to
relevant administrating authorities, groups, or entrusted technology
standardization committees; the county-level enterprises should send their
documents to the county quality and technical supervising bureau for
pre-examination.
2. After passing the pre-examination, the pre-examining
authority will issue the Acknowledging Certificate of Product Standard Adopting
to the enterprise which adopts international standard.
3. The enterprise
should send the Standard Adopting Registration Reporting Form (4 copies) and
pre-examining document to Shanghai Quality and Technical Supervising Bureau for
record.
4. After accepting the registration application of the product which
adopted international standards, Shanghai Quality and Technical Supervising
Bureau should audit the documents, keep for records, and issue Certificate of
Adopting International Standards to the qualified enterprise - the certificate
is printed by National Quality and Technical Supervising Bureau. Shanghai
Quality and Technical Supervising Bureau should also report the documents to
State Bureau of Quality Supervision, Inspection and Quarantine for records. 2
copies of the reporting form will be returned after recording.
Charging Standard & Basis:
The recording
authority could proclaim to the public according to the free will of the
enterprise. The proclaiming fee for each product is RMB 500.

Time Limit for Processing: The processing authority
should finish the recording and issue the certificate within 10 working days
after accepting the application.
Qualified Application Subject:
1. Organizations
registered in Shanghai with independent juridical person status.
2. The
technical contents, such as major index performance and testing methods, equal
to the international standards or oversea advanced standards; while the
international standards or oversea advanced standards should be current
effective standards.
