Processing Procedures:
I. Applying for the product standard code
1.
Before the initial registration of product standard, a product standard code
should be applied. The enterprise registered in Shanghai Industrial &
Commercial Administration Bureau should apply to Shanghai Quality and Technical
Supervision Bureau; the enterprise registered in regional industrial &
commercial bureau should apply to local quality and technical supervising
bureau. The enterprise administrated by relevant authorities should apply
directly to the relevant authorities, industrial group, or other entrusted
branches.
2. The processing authority should complete the code issuing work
on the day of receiving the applications. For the case of not issuing code, the
authority should illuminate the reason in the application form. After signing,
the code application form should be copied and keep one copy for record. The
original version should be returned to the applicant.
II. Registration of
product standard
1. The enterprise should send its product standard to the
product code issuing authority for record within 30 days after the standard is
released.
2. The processing authority should finish the appraising of the
standard within 5 working days. If the standard is found to against national
law, regulations, and compelling standards, the enterprise would be notified and
required to modify the standard.
3. The processing person should register and
record the qualified standard, provide a record number to the standard, and sign
in the record registration form. For the rejected standard, the processing
person should explain the reason, sign the form, and return it to the
enterprise. The processing authority should keep one copy of record registration
form and standard text for filing.
III. The alteration of recorded product
standard
1. The product standard need be re-examined within 3 years. After
the re-examination, a notice form will be filled and report to the record
authority within 15 days according to the following situations: (1)
non-substantial alteration of the standard, (2) abolishing of the standard; (3)
acknowledgement of the standard.
2. For any alteration of the recorded
standard, the enterprise should again send the altered standard for records
according to the regulations.
IV. The registration and record of product
standard of medical equipments and medical packaging material will be regulated
in other rules.

Qualified Application Subject:
1. Product standard of the enterprises
which registered in Shanghai Industrial & Commercial Administration
Bureau.
2. The product standard released by the enterprises should meet
related requirements of GB/T1.1 and GB/T1.3.
3. The product standard shall
not collide with the compelling standards promulgated by the state.
