Approving and registration of cognizance consulting institution

Processing Authority: Department of Quality Administration and Cognizance of Shanghai Quality and Technical Supervising Bureau

Application Formality:

1. The applicant shall go through name pre-examination procedure at local industrial and commercial administration authorities, and acquire the Sanction Notice of the Name of the Enterprises issued by industrial and commercial administration authorities.

2. The assessor who has oversea organization registration qualification, need get the qualification assessing of CNAT and get the affirming document.

Processing Procedures:

1. The applicant fill in the Application Form For Founding Cognizance Consulting Institution

The domestic invested cognizance consulting institution applicant should submit Application Form For Founding Cognizance Consulting Institution and appendix documents required by the form to local provincial quality and technical supervising bureau; Foreign invested cognizance consulting institution applicant should submit Application Form For Founding Foreign-invested Cognizance Consulting Institution and appendix documents required by the form to local inspecting and quarantine bureau.

2. Local provincial quality and technical supervising bureau or inspecting and quarantine bureau will audit the application documents.

(1) If the documents do not meet the requirements, the applicants will be noticed to supplement related documents. If the re-submitting still does not meet the requirements, the application form will be returned and the Non-Acceptance Notice will be issued. If the applicant still wants to apply, they need re-process the applying procedures;

(2) Issue Application Acceptance Notice to the applicants whose documents meet the requirements.

3. After accepting the application formally, local provincial quality and technical supervising bureau or inspecting and quarantine bureau will organize experts to have written examination on the application documents and fieldwork inspections when necessary. The travel expenditures, food and accommodation costs of the fieldwork inspections will be the applicants' responsibility.

4. Local provincial quality and technical supervising bureau or inspecting and quarantine bureau will report Recommendation Letter for Initial Examination Eligible Cognizance Consulting Institutions and Application Form (appendix are not included) to State Cognizance Supervising Commission according to the initial examination results. For the applicants who have not passed the initial examination, the Unqualified Notice for Initial Examination of Cognizance Consulting Institution will be issued to the applicants.

5. State Cognizance Supervising Commission will audit the initial examination opinion and issue Approving Notice for Founding Cognizance Consulting Institution to the qualified, and send the approving notice to local provincial quality and technical supervising bureau or inspecting and quarantine bureau.

6. Local provincial quality and technical supervising bureau or inspecting and quarantine bureau will send the Approving Notice for Founding Cognizance Consulting Institution to the applicants.

7. The domestic invested cognizance consulting institution applicants shall take the Approving Notice for Founding Cognizance Consulting Institution to make industrial and commercial registration at local industrial and commercial administration authorities.

The foreign invested cognizance consulting institution applicants shall take the Approving Notice for Founding Cognizance Consulting Institution to local provincial foreign economic and trade authorities and submit the application documents for founding cognizance consulting institutions. After initial examined by provincial foreign trade authorities, the application will be forwarded to Ministry of Foreign Economics and Trade for approval.

8. The applicants shall take business license and other related documents to acquire Approving Letter For Founding Cognizance Consulting Institution from local provincial quality and technical supervising bureau or inspecting and quarantine bureau.

Time Limit for Processing:

Provincial level quality and technical supervising bureau will make appraisements on the applicants, provide opinions, and report to State Cognizance Supervising Commission for approval, within 60 working days after accepting the application formally.

Qualified Application Subject:

1. No less than RMB 500,000 of registered capital;

2. More than 5 professional national registration consultants or assessors, among which at least 2 persons are senior consultants or senior assessors;

3. Has quality managing mechanism documents that meet the requirements of cognizance consulting institution, including: contract appraising, consulting project planning, consulting providing process, consulting staff administrating and training, control of branches, non-eligible control and correcting methods, internal quality system auditing and administrating appraising, documents control, confidential control, customer complain and after service;

4. For special condition, the disposing will depends on the detail methods of the State Cognizance Supervising Commission.
