Processing Authority: Industrial Product Manufacturing License Office of
Shanghai Quality and Technical Supervising Bureau (shortened as Shanghai License
Office)
Application Formality:
1. The enterprise should have business license
issued by industrial and commercial administration authorities;
2. The
products should meet the requirement of current national standard or industrial
standard;
3. The enterprise should have accurate and complete drawings or
technical documents approved according to prescribed procedures;
4. The
enterprise should have producing equipments, technical facilities, and measuring
and detecting methods to guarantee the products quality.
5. The enterprise
should have professional technicians, skilled workers, and measuring and testing
staff, who will produce, testing and inspecting the products strictly according
to the drawings, techniques, and standards, in order to guarantee the quality
and normal production.
6. There must have effectual quality control mechanism
during the production process.
Processing Procedure:
I. Procedures of changing (or issuing) certificates
organized by provincial or municipal quality and technical supervising
bureau.
1. The municipal quality and technical supervising bureau issue the
notice of certificate changing (or issuing), and complete the publicizing work
within 2 and a half months since the Detail Rules of Implementation is
approved;
2. The qualified enterprise should apply to the Shanghai License
Office within 20 days after receiving the Detail Rules of Implementation with
the following documents:
(1) Application letter for product manufacturing
license
(2) Business License (photocopies)
(3) Testing report on product
model
(4) Other documents required by laws and regulations
3. Shanghai
License Office audits the applying documents, and finishes the appraising work
on the qualified enterprise within 7 working days since receiving the
documents.
(1) Shanghai License Office issues Application Acceptance Notice
of Industrial Product Manufacturing License to the enterprises that meet the
requirements of accepting applications.
(2) For unqualified enterprise,
Shanghai License Office should notify the applicant about the unqualified items
and time limit for restructure, and issue Notice on Review of Industrial Product
Manufacturing License Application.
4. The enterprises make payments of
applying fee.
5. Shanghai License Office will organize appraisement work on
producing facilities and product quality of the applicants according to the
Detail Rules of Implementation, finish the appraising work within 2 months since
the issuing of acceptance notice, and report the name and other documents of the
qualified applicants to Product Manufacturing License Appraising Department of
National Industrial Product Manufacturing License Office (shortened as National
License Office) within 3 months.
6. Product Manufacturing License Appraising
Department of National License Office may take spot test on the appraising
results of municipal quality and technical supervising bureau.
II. Procedures of changing (or issuing) certificates organized by Product
Manufacturing License Appraising Department of National License Office
1. The
municipal quality and technical supervising bureau issue the notice of
certificate changing (or issuing)
2. The qualified enterprise should apply to
Shanghai License Office with the following documents:
(1) Application letter
for product manufacturing license
(2) Business License (photocopies)
(3)
Testing report on product model
(4) Other documents required by laws and
regulations
3. Shanghai License Office audits the applying documents, and
finishes the appraising work on the qualified enterprise within 7 working days
since receiving the documents.
(1) Shanghai License Office issues Application
Acceptance Notice of Industrial Product Manufacturing License to the enterprises
that meet the requirements of accepting applications.
(2) For unqualified
enterprise, Shanghai License Office should notify the applicant about the
unqualified items and time limit for restructure, and issue Notice on Review of
Industrial Product Manufacturing License Application.
4. The enterprises make
payments of applying fee.
5. Municipal quality and technical supervising
bureau submit related documents to Product Manufacturing License Appraising
Department within 15 days since the issuing of application acceptance
notice.
6. Product Manufacturing License Appraising Department will organize
appraising work to the applicants according to the Detail Rules of
Implementation within 2 months since receiving the application documents.
