Processing Authority: Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau

Application Formality:

1. basic requirements for the qualified applicant:

(1) juridical person qualification with good operating information

(2) with certain boiler installing experience (normally 3 to 5 units of boiler), and good installing quality;

(3) with complete boiler installing and repairing quality and technology guarantee system and various construction technology managing mechanism;

(4) with necessary technical power for boiler installing, repairing and managing;

(5) has suitable facilities, measurements, fields, and warehouse for the boiler installing and repairing work.

2. Documents for application (including application for changing certificates)

(1) business license and tax registration certificate (copies);

(2) legal representative certificate or principal post certificate (copies);

(3) service contract or engagement contract for various staff (the numbers shall meet the requirements of the application level) (copies)

(4) application report and Application Letter for Boiler Installing and Repairing License

Processing Procedures:

1. The processing authority make initial examination on the applying documents. The documents of the applicants that do not pass the initial examination will be returned. The applicants that pass the initial examination will receive the Application Letter for Boiler Installing and Repairing License.

2. The entrusted intermediary organization will have fieldwork to assess the applicant and make assessing forms.

3. The processing authority should audit the assessing reports and make decisions.

4. Issue Boiler Installing License and Boiler Repairing License to the eligible enterprise. For those unqualified enterprises, they need be restructured in a limit time period and make application again afterwards.

Charging Standard & Basis:

Standard: RMB 500 for the appraising fee

Basis: Notice on Verifying Administration Charging Items and Standards of Shanghai Labor System by Shanghai Pricing Bureau and Shanghai Finance Bureau (Hu Jia She [1992] No. 177)

Time Limit for Processing: finish the appraising work within 3 months after accepting the application. If the appraising work dose not be finished on time due to the applicant's reason, the application acceptance will invalidate immediately.

Qualified Applicant Subject: License for the enterprises that are registered in Shanghai and are engaged in the boiler installing and repairing work
