Application Formality:
I. Requirements of license for manufacturing
D-Level boiler, and Class-1, Class-2 pressure container
1. Juridical person
or organization authorized by juridical person;
2. With complete quality
guarantee system of boiler and pressure container;
3. Has required technical
power for the manufacture and management of boiler and pressure container;
4.
Has producing facilities, testing equipments, and factories for the
manufacturing requirements.
II. Requirements of license for designing Class-1 and Class-2 pressure
container
1. Has legal representative or consigner;
2. Targeting the
design of pressure container products, and adhere to the professional direction
of products designing;
3. Has technical principals, checker, auditor, and
designer for the pressure container product, while the staff number and
proportion suiting the applying scope;
4. Has necessary designing equipment
and measures, also equipped with computer designing facility;
5. Has special
working organ and working place;
6. Has practical quality managing system and
management mechanism;
7. Has certain designing experiences, with the ability
to design the applied pressure container products independently.
III. Documents for application
1. Enterprise applying for boiler
manufacturing license should submit an applying report and fill in the Boiler
Manufacturing License Application Form.
2. Enterprise applying for pressure
container designing license should submit Pressure Container Designing
Qualification Application Form and self assessing report.
3. Enterprise
applying for pressure container manufacturing license should submit the
application report (2 copies), Pressure Container Manufacturing Application
Letter, and Form of Company Basic Information and Major Equipment for
Manufacturing Pressure Container.
4. Licensed enterprise to change license
should make application to the license issuing authority 3 to 6 months before
the due date. Or, it might make application before the end of February of the
year which the license is matured.
Processing Procedures:
1. The
processing authority make initial examination on the applying documents. The
documents of the applicants that do not pass the initial examination will be
returned. The applicants that pass the initial examination will receive a
written notice of acceptance.
2. After receiving the notice of acceptance,
the applicant shall make pilot design or manufacturing according to related
standards and regulations. Normally, the amount of pilot designing is 10 units,
while the pilot manufacturing is 1 to 2 units.
3. The entrusted intermediary
organization will have fieldwork to assess the applicant and make assessing
report forms.
4. The processing authority should audit the assessing reports
and make decisions.
5. Issue Designing License or Manufacturing License to
the eligible enterprise. For those unqualified enterprises, they need be
restructured and make application again afterwards.
Charging Standard & Basis:
Standard: qualification appraising fee for
D-Level boiler manufacturer is RMB 1,500
qualification appraising fee for
Class-1 pressure container manufacturer is RMB 1,800
qualification appraising
fee for Class-2 pressure container manufacturer is RMB 2,000

Time Limit for Processing: finish the appraising work within 18 months after
issuing the notice of acceptance. If the appraising work dose not be finished on
time due to the applicant's reason, the notice of acceptance will invalidate
immediately.
Qualified Applicant Subject:
D-Level boiler manufacturing
license;
Class-1 and Class-2 pressure container designing license and
manufacturing license.
