Processing Authority: Special Equipment Supervising Department of Shanghai Quality and Technical Supervision Bureau

Application Formality:

1. the applied product should be within the business scope prescribed by its business license;

2. the product should meet the requirements of the national standard or industrial standard;

3. the product should have integrated drawing and technology documents which meet the requirement of national standards, and should pass the model tests and technology appraising;

4. the enterprise should have producing facilities, technical equipments and testing facilities to guarantee the quality of the products;

5. the enterprise should have professional technicians, skilled workers and checkers to guarantee the production and products quality;

6. a quality guaranteeing system shall be established.

Processing Procedures:

1. the relevant authorities issue the notice of certificate issuing or changing

2. the eligible enterprise makes application to the relevant authorities with the following documents:

(1) requisition for recognizing the qualification of manufacturing special equipment;

(2) business license (copies)

(3) product technology appraising documents (copies)

(4) other documents required by laws and regulations

3. the relevant authorities issue Notice of Acceptance to the eligible enterprise after auditing the applying documents

4. the relevant authorities entrust appraising institutions to appraise under the Detailed Rules of Safety Recognition on Special Equipment Manufacturing, and entrust testing institutions to spot-check the product
